the thing is that as long as you're away or n/a, licq (and any other
icq-client) sends your away-msg in answer to any incoming message,
regardless if you specified it or if it's the default one.

Usually, the other person's client only displays the message if it has
changed, so that's why it always pops up when it is dynamic, and isn't
shown when it's static.

as i said above, the other person's client usually drops the msg if it
hasn't changed.
