Due to the recent issues with sourceforge (system downtime and package
'highjacking') I have decided to move librtas off of sourceforge. The
new home for this package is on github.

The release tarballs that currently exist on sourceforge will remain, but 
all new development and releases will only be available from github.

The mailing list for librtas has also moved to a google group.
