You are right - at the first look the setup of a camera is orientated to get a specific video rate. But with all cameras I have used (mainly from one company) the shutter "overrides" this frame rate - e.g. you can configure 30fps and set the shutter to 50s, causing a framerate of 0.02fps. This caused some support cases here - our cameras use a default shutter of 1/25s, but lots of models can be configured to 30fps or 60fps, and some of customers wonder where the missing frames are hidden...
