These two tables are new, introduced to use in the future -as explained in an email some time ago- to implement a better tax management. For now, the values on these tables are not used to calculate taxes, the taxes are calculated using the product tax and extrataxes fields. Another important thing about taxes is that taxes are calculated in one of two ways depending on the configuration. The configuration option "Add Taxes" when checked (True) means that the product price does not includes the taxes and they must be ADDED to the sale at the "checkout" process (finishing the sale).
