Hallo Herr Hentschel, die von Ihnen angesprochene Neuerung bzgl. der Erfassung der Zonen für Anfangs- und Endwerte bzw. stichtagsbezogenen Endwerte ist so mit der Geschäftsstelle Oberer Gutachterausschuss (Herr Gehrke/Herr Kutschke) abgestimmt. Wie Sie richtig erkannt haben steht es den regionalen Gutachterausschüssen frei nur ein Datenfeld zu belegen oder mehrere. Damit ist die Flexibilität in der örtlichen Aufgabenwahrnehmung gewährleistet. Selbstverständlich stehe ich für weitere Rückfragen zu dem Thema auch gerne zur Verfügung. Der sog. Verfahrensgrund-Zusatz wird nicht mehr ausgewählt, stattdessen werden dem Bearbeiter 3 Felder SanU, SanS und SanB angeboten, in die er seine jeweiligen Werte schreiben kann. kvwmap wertet die Einträge dann aus und bastelt den View dann so zurecht, dass das Ganze wieder Datenmodell-konform ist. SanS geht dabei gleich wieder unter. Diese Änderung kommt wohl, wenn ich es richtig verstanden habe, von den Kollegen aus LUP (Hr. Frisch?). Leider ist diese Änderung nicht mit den anderen Gutachterausschüssen abgestimmt. Zumindest für den Gutachterausschuss Vorpommern-Rügen kann ich sagen, dass die Zonen in unbeeinflussten Zustand *manchmal* mit den Zonen in beeinflussten Zustand identisch sind (bis auf den Wert natürlich), dann wäre die Änderung sinnvoll - noch häufiger jedoch eben gerade nicht. Das fängt damit an, dass die Zonen in "U" und "B" inhaltlich häufig unterschiedlich sind, z.B. was die Nutzungsart angeht. Das endet damit, dass ebenfalls sehr häufig die Zone in beeinflussten Zustand eine andere Geometrie hat als die in beeinflusstem Zustand. Zusammenfassend: In VR müssen immer zwei Zonen gebildet werden. Die Änderung in der 1.13 hilft also "meinem" Gutachterausschuss nicht. Obwohl sie vermutlich auch nicht schadet, kann ich diese Änderung trotzdem nicht gut finden, weil sie 1. wie gesagt nicht auf Ebene der GAA abgestimmt war, 2. Unterschiede in der Erfassung der Sanierungsgebietszonen möglich macht (allerdings kann ich ehrlicherweise auch nicht sagen, ob das in Zukunft relevant ist) und 3. Erklärungen bei der Erfassung der Zonen an einer Stelle nötig macht, wo der Bearbeiter - bei uns - eigentlich keine bräuchte. Beste Grüße Markus Hentschel |
