When you open a php-file with KompoZer, you get the typically save/openwith-dialog you would also get in Firefox if you click on a link to a php-file.
So you cannot open a php-file at all.
The problem is also described here:

(And the problem is already 2 years old now.)

It's a shame. How could you use aweb authoring software who can't delve with PHP files?

Yes this is a bug. The work around is change the file extension from .php to .html (or other word) and then open it with Kompozer. Then save the file with "save as" and re-change the file-name-extension from .html to .php.
When the file is load in kompozer it work fine also when it ends with .php. You can change and save it normally.

Kompozer version 0.8b1 (20091011) Linux
Under linux mandriva 2009-1, Kompozer can now open php files. I will confim this for microsoft windows later.
fixed since KompoZer 0.8b1.
