Personally, I think all joe files (configs, syntax) should reside in $datadir/joe, not $sysconfdir/joe, i.e. in /usr/share/joe, not /etc/joe. Naturally, I prefer the standard $datadir/locale/ too, because if every project decides to add dozens of subdirectories for translation, then the system would end up with thousands of subdirectories (instead of dozens).
