Summary: import mt940 transactions

Initial Comment:
Patch (against jgnash2 trunk HEAD) for importing transactions from mt940-files, as provided by some banks (such as the Dutch ABN AMRO).

This is not a ready-to-commit patch, but rather a request for comments and further collaboration.

The importing is functional, but the UI for selecting the file to import and the accounts to affect is currently lacking.

I have some more improvements coming up, including generalization of the
entire (Ofx)ImportDialog and the searching for duplicate transactions.

Should I modify resource_*.properties by hand or are they somehow
generated?

Starting to look good.  Haven't tried merging yet.  Titles, text can
probably be cleaned up to be generic.  I can handle bits and piece like
that.

I've got some changes to investment transactions I want to stay focused on
for the next week or so and then I will be ready to merge this is you are
ready.

Indeed I managed to reuse/generalize a lot of the OFX importing,
particularly the wizard.

This needs some general cleaning-up, but I'd be much obliged if you could
take a look and see if you like the general idea.

Sounds like a good addition.  I took a quick look and the code looks clean
and sane.

The OFX Import wizard will be the best UI to copy / work with for
importing the transactions.  I still have more work to do to detecting
duplicates, but it is stable enough to work with.

An option does exist to refactor the OfxTransaction and OfxBank classes
into generic import classes that can be used for OFX and the mt940
transactions.
