Two patches.

admin-cleanups.diff:
- various clean ups for code readability
- removal of unused code/data

admin-get-sa-cert.diff:
- add admin command to get peer's phase1 certificate

PS. Any info about the bugzilla yet? Or possible new release?
I'd really like to get a release from trunk sometime soon(ish)
even if it's 0.8_pre1 or something like that.
