#59 2.0.5 Default buffer Length is reported incorrectly

The default TCP buffer length was changed (see below) to 128kB from 8kB. This change was added to Settings.cpp, but neither the comment supplied in Settings.cpp, nor the usage_long1 string in locale.c was updated to reflect this.

While neither of these changes are functional issues, I spent quite a while trying to work out why the behaviour was different when specifying a buffer size of 8k on the command line compared to leaving it as the default.
