I've taken a look at the code and the 'new cue point' feature was more of a demonstration and as such, never fully implemented. Although it should allow cue points to appear in the review web UI, these will never be persisted back to disk.
I'm afraid there are no plans to do any further work on this feature in the future, so it's probably not much use to you.
