privoxy is a proxy
if ipv6 is managed by yast network manager
then
privoxy service starts and i can use without any pb
if ipv6 is managed by networkmanager (method "automatic")
then
privoxy service does not starts

I agree with Thomas Haller, that this should be reported to OpenSuse.
I like to add that by default the official Privoxy is configured to listen to 127.0.0.1 and should be unaffected by the IPv6 status. You may want to double-check how the package you are using deviates from the defaults.
