I just installed Privoxy 3.0.6 on a Windows XP. It works properly.
I have 2 problems :
- At startup time the Privoxy console is automatically opened and the fact that the "hide-console" parameter is commented or active has no visible effect
- When Privoxy is running the blue buton is shown on the task bar, the "show-on-task-bar 0" parameter appear to have no effect.
Is it a bug or do I have something else to do that I have not done ?

This parameter doesn't really mean what you're after; see below

The "show-on-task-bar" parameter controls whether or not a manifestation of Privoxy's log window will appear on the task bar, not the little blue "P" Icon you might be thinking of. If you set "show-on-task-bar 1," then bring up the log window and minimize it, you will still see two items across the bottom: one for the log window, one for the status icon. If you set "show-on-task-bar 0," then bring up the log window and minimize it, you will see only one item on the bottom: the status icon. You can't turn the status icon off unless you run Privoxy in service mode (see: http://www.privoxy.org/user-manual/installation.html#installation-pack-win\).

I should have mentioned that I had installed Privoxy as a service and I don't see any way of hidding the blue button.
What about the display of the Privoxy console while the PC is starting. What's the purpose of "hide-console" then ?

This may be old but for future reference....
You can hide Privoxy completly from the services managment console in XP.
Start -> Run : services.msc
R Click Privoxy, select properties -> log on
select 'Local system account'
unselect 'Allow service to interact with desktop'
