There needs to be an X: line that lets the administrator choose whether or not they want people to be able to create empty channels with /create. The default behavior of CREATE is to not join the channel after creation (add +c to the modes to auto-join it on creation). With this functionality, it wouldn't be difficult to initiate a denial of service. However, it doesn't need to be hard-coded "wrong". X:CREATEMODE:0 -- default behavior -- autojoin on creation X:CREATEMODE:1 -- autojoin only if +c flag is present If I don't add this before I do the XML configuration file, the same option should be avaliable.
