icu license question

Hello,

    I was very happy to see on your web page that ICU project software is
available under a very liberal license.  I downloaded ICU4J, and poked around
in the source for a while.  Comments in the source appear to be at odds with
this new licensing scheme.  For instance, DateFormat.java says that it is only
available for non-commercial purposes, and to refer to the non-existant
"copyright.html" file for details.

    My hope is that the source files are just out of sync with the actual
licensing terms.  Could you please clarify this?
