I figured it out; I forgot to link the icudata library in the project. D'oh!

Can someone please let me know what I'm doing wrong here? My class compiles fine, but at runtime, I am unable to create the RegexMatcher; the error code returns U_ILLEGAL_ARGUMENT_ERROR.

UErrorCode status = U_ZERO_ERROR;
RegexMatcher graphemeMatcher("\\P{M}\\p{M}", 0, status);
// status = U_ILLEGAL_ARGUMENT_ERROR
