There are COMs sold that do not have any NAND so the answer to your question "Do I need to program flash before it will boot from SD?" is no. But since you do have NAND then it should have come pre-programmed with a bootable system anyway. So I would say that you have received an incomplete product and might want to consider returning it for one that works as it should.
