I'm not aware of any way to simulate the board. If it were me, I'd do just what you suggested, use only libraries I know that are available for the overo (which is just about anything if you fight with it long enough). If you're looking for a complete distro, you can install ubuntu on the overo: http://johnwoconnor.blogspot.com/2009/04/installing-ubuntu-on-gumstix-overo.html That might be overkill for what you're trying to do.
