Yeah, chown/chmod won't work with FAT. Have you tried passing a umask option in your fstab? Googling 'linux fat mount permissions' seems to bring back a number of posts that might hold the key to getting user write access working. I haven't used fat filesystems with Linux in quite some time myself.
