You should measure -5v (or thereabouts) on the Tx line of the console port. When I have serial connections I'm unsure about, I start at the computer and short out the Tx and Rx signals. You should be able to run your comms program and see what you type. If you disconnect Tx from Rx you should stop seeing wht you type. Then I'll plug in the serial cable and repeat by connecting Tx and Rx at the end of the serial cable.
