I think I have this working. What I was doing before was building the 
toolchain without C++, then adding C++ to a target development build. 
Now that I'm building C++ in the toolchain as well, it looks like it is 
working. I'll know more in a couple of hours.

There does seem to be a problem building the gdb client, though ...

I disabled the gdb client option and it appears to be proceeding normally.
