My best guess is that what's missing is that the GPIO line has some impedance that's not being considered in the complete equation. Obviously, in the two LED scenario, if you take a wire and short out the LED, then it won't light. But add some resistance to the wire, and eventually you'll hit a resistance value where it will light.
