I hope this is the right mail to respond to. I added gtk2hs-users@
because probably it's a problem in gtk2hs, not in cabal (I've no
idea).

I confess I did not invest time into investigating the reasons of
these errors, but I figured that just reporting the problems is still
better than nothing.

I've downloaded the Windows installer by your link.

I've tried to install a package of mine (timeplot) and was confronted
with the inability to install glib (consequently everything gtk- and
cairo-related).
I attach two logs corresponding to different launches - curiously
enough, it had different failures for -v2 and -v3.

I think the "-v2" error is the root cause (unexpected package db
stack: [UserPackageDB]) - has something changed in cabal with this
respect? (relevant bug:
http://hackage.haskell.org/trac/hackage/ticket/731 ) I had the same
error with e.g. cairo.
However, the "-v3" error (like crashing because of a failure to log
something) seems more annoying and dangerous.

It was done on a Windows 7 machine, elevated command prompt of an
admin account, however exactly the same happened under a non-elevated
prompt.

Installing everything under elevated prompt with "--global"
essentially succeeded after a couple of tries (first time there was an
error that the "colour" package failed to install, but it successfully
installed with a subsequent "cabal install colour --global", which is
weird). Except for one type-checking bug (this one, just filed
http://hackage.haskell.org/trac/ghc/ticket/5007 )
