And looking beyond h.264, ffdec_mpeg2video, mpeg2dec, flumpeg2vdec, and ewmpeg2dec all handle unparsed MPEG-2. And since these decoders all have internal parsers, you can send them individual slices instead of entire pictures. Some even decode correctly if you send corrupted slices or skip some slices completely.
