Partly, yes.
However, the translated shortcuts don't *need* to be the same as the
english shortcuts.
Usually translators use the ones that are logical for their language.

Logical meaning:
It is the fist letter of the word, (e.g. _Open)
It is a stressed or distinguished part of the word, (e.g. Save _All_
It stands out when you pronounce it (e.g. e_xit)
Letters that are better avoided are small letters like i or l

In translating the shortcuts, the most boring and difficult thing is to
make sure there are no double entries and that everything is logical.
You can't always see from the po file in which menu entry or dialog
window the shortcut will be.

Also check the standard shortcuts in your language for things like
_File _Edit _View
(which in dutch is: _Bestand Be_werken B_eeld)
