Wouldn't it be a simple first step to let gramps write a xml-export file on every normal program termination so that this xml can be used for import if anything goes wrong with the DB? Since media files are not in the DB a gpkg is not necessary imho. For automated backup in WinXP you can add a command like cmd /C "C:\PathToPython\python.exe c:\pathToGramps\gramps.py -O YourDBName -f grdb -e D:\PathToBackup\Backupname_%DATE%.gramps" to the the service found unter Start->Settings->Control Panel->Scheduled Tasks.
