[Gramps-devel] update to libsubstring.py

I have made an update (only one line) the the libsubstring.py file but it added a new feature.  It will also include some updates to the documentation.  

I know that there is a new version coming out soon.  Should I wait for a little bit for the new version/docs or can I go ahead?
