Maybe because Gedcom does not support role on event ? You want to see two persons linked as witnesses via a source ? Where is the event ? You are witness of an event, not of a person. Source is the transcription of the event. Then maybe edit the transcription into a Note, add this note into a source, use this source for validating the shared event ? I still think that using Gedcom for your migration is not a good solution.
