Please make sure these dependencies are all installed: http://www.gramps-project.org/wiki/index.php?title=Windows_installer If the installer is unable to find PyGTK, something in the environment is still not correct. All 5 dependencies are required, and we suggest specific packages because they are tested, sometimes including another required supplemental package (e.g., glade). There is a slight possibility the installer can not find the required paths in %PATH% or the registry if you have customized your installation. But 99% of the time it ends up being a dependency issue. If you've checked, re-checked, and checked again, you might try running Gramps from source to get better debugging info.
