No, you need to add to month_to_int, not to the rfc variable. However, changing that is only enough for every language not english. For english, you need to check if other languages use the month_to_int from english, and if they do, change those languages so that the months there are still the months as of before your change. Eg, Feby is not correct in Dutch, so in the dutch parser, you need to change month_to_int = DateParser.month_to_int to month_to_int = GrampsLocale.month_to_int This special threatment of english is needed because other languages inherit the english module.
