I will try and do a little more testing if I can find the time, including command line transfers that I haven't yet tested. If I can get the commandline transfers to work then that would support my contention that the fault I am seeing lies with GPSBabel+ and not with the commandline gpsbabel. I think this is already partly supported by the ability to run gpsbabel 1.3.0 to 1.3.3 with GPSBabel + 1.3.0, but not with later versions of GPSBabel+. I should also be able to test with a friends USB cable and 60csx that may further help refine whether it is a Keyspan issue or something else entirely.
