You're probably best off pulling your CSV into a database or a spreadsheet where you can add columns based on formulas and then use those results. Of course, GPSBabel is open source, so if you want to modify the guts of it and build a special version that has whatever you want, that's possible, too. But we don't really have ways to, say, set waypoint names based on icon types in a user-accessible manner.
