This isn't a file we can handle very well. I've never used NT Topo, but at a glance in the code, tpo3 files seem to be broken into chunks that contain position-y things. Waypoints Routes (which don't really contain positions - they contain linking informaton to Waypoints) Map notes Symbols Text Labels Compass Symbols This file has two map notes, 66 symbols, and 210 text lables. Since these all have position info, we load them as waypoints, too, but there's no route information that we can find in this file. As it's a reverse-engineered format, there may be some nuance here we didn't capture, but that's why we can't read it. As current NG Topo supports GPX natively, I don't see a lot of development going into the Topo3 reader to try to unravel why we disagree on the "routiness" of that file. Honestly, for a one-time need, I'd pull the points into a a program that let me build routes from the points like Mapsource or EasyGPS or such and just make routes from the "obvious" connect-the-dot patterns.
