Yes, that's exactly what happens.   The variable is 'GPSABEL_FREEZE_TIME"
and it makes anything that has a concept of "current time" use 1/1/1970 so
that
our reference files can just be time-warped back to that date and still do
the right
thing since most of our developers are in a variety of time zones.
