#62 Wrong time zone (always UTC) placed in SMB header fields when posting messages

When posting a message in an SMB area, GoldEd does not initialize the when_written.zone and when_imported.zone values, so they just contain 0, which correlates with UTC. These values need to be initialized to the local time zone as an offset in minutes from UTC.
