#103 popt: Alias not work when alias-file in DOS-format

Popt not read alias file is when this file in DOS-format
(CR/LF). When file has UNIX-style then OK.

You can reproduce this bug with test1.exe and test-
poptrc files from distrubution --- just convert the file
test-poptrc to DOS-format and test any alias.
