Release note of 0.2 series

Finally, it is time to make a "bigger" version number update which should
have been done at 0.1.6, when giplet switched to gconf for preference
storage. Anyway, this is never too late. Whenever there's something "big"
happens in future, I will +0.1 ;)

The big thing in 0.2 is the support of i18n, which seems not a significant
change for end users but really something not that easy for me. Now giplet
is open to all who is interested in contributing .po files.
