Summary: drag & drop reordering of layers not working

Initial Comment:
Drag and drop reordering of layers is not working in gerbv 2.5.0 and 2.6.0 on Windows 7 x64.  I can click and drag a layer, but dropping it has no effect (layer stays in original position and layer list is not updated).  Layers can only be sorted using the up/down arrow icons or with the right click menu.

This feature works as expected in gerbv 2.4.0.
