Hi, I don't think I follow, the only real synchronization in GWC is metatiling (only one thread triggers the metatile fetch, the remaining ones block). This is done per layer, so no interaction between seeded and unseeded layers. There is some hashing / reuse of locks, but you should see that 17 metatiles can be fetched simultaneously per layer. Is this a JavaScript client? If so, see the previous email on this list. Browsers will only open two simultaneous connections to the same hostname, if those are slow to respond then the client will not move on until they have been rendered.
