#98 Outline does not like encodings other than utf8

I have two problems related to the encoding and the Outline pane:
When I use another encoding than utf8 (say iso-8859-15 for example) :
1) sections with accents are displayed incorrectly (the accents are replaced by two characters) ;
2) when I click on a node, it highlights the correct place, but shifted to the right from as many characters as there are accents in the document before that place.

    Unfortunately, this issue also makes spell checking (in my eyes a killer feature for Gedit+LaTeX plugin) entirely unusable for documents with non-ASCII characters and non-UTF8 encoding. Opening yanickv's file and turning on spell checking shows this.
