#2444 Siliencing warning messages about TagsHelper class

I have these PHP warning message while running Gallery 2.3.1 :
PHP Warning: max() [<a href='function.max'>function.max</a>]: Array must contain at least one element in [GALLERY_PATH]/modules/tags/classes/TagsHelper.class on line 404
PHP Warning: min() [<a href='function.min'>function.min</a>]: Array must contain at least one element in [GALLERY_PATH]/modules/tags/classes/TagsHelper.class on line 405

I've tried to fix it, and the patch file attached in this ticket.
