Well, ff uses cygwin to get unix system & library calls. It doesn't really need cygwin per se, but it does need vsprintf() and read() and strchr() and so on. The ui uses X but you can build ff with no ui -- in which case it can run scripts, which is all you would need. It might be easier just to try to build all of ff (with no ui) under an some other system that provides a real C library. It might just build under Visual studio, I'd give that a try before trying to figure out what dependencies you'll need.
