The README must be out of date.

What you're looking for is the Xcode Tools (the Developer Tools have 
been called that since 10.3) and they have been on the OS X DVD since 
10.4 .  If you bought the MacBook with 10.5.2 already installed, then 
there also may be a folder somewhere with an installer for Xcode--but 
I'm not sure where.
