Normally the check for the different versions is easy as Qt4 has pkgconfig files. And pyqt is for qt3 while pyqt4 is for qt4. Only the detection of the pyuic compiler (as well as the normal uic/moc) is not as easy because you have to parse the output of "<moc/uic/pyuic> (-)-version" to get the version and then guess how the distribution could have named the qt4-one...
