Well, I guess we'd have to do a lot of research and testing to find out who might be using fail2ban in different package with default abuse emails on. I've tried asking some of the people who made abuse complaints what they use but did not get much further than they use fail2ban, vast majority of them send abuse emails without information about their site or return email address. The only way to get to them would be to take legal action and subpoena their ISP, this will cost a lot of money and we'll just end up with some poor chap who used default config on some free download. That's why I am very frustrated because the only lead I have is fail2ban but it feels like dead end.
