I saw this on one windows installation as well. It seems to be OS specific.

But please note that I will remove the old function library docs today or tomorrow, so it's not worth digging into the issue. There's a new function documentation app which can be installed via the package repo (or dashboard). The new app can also extract docs from XQuery 3.0 modules.
