Setting consistency-check="no" allowed proper startup and the database is working! I'm not sure if the intended processing of consistency-check="yes" is to only execute when the recovery fails. If so, I think the void RecoveryManager.doRecovery() will need to send status back to .recover() for its return value, but I'm not sure if there's any side effects. I was reading the consistency-check option as 'run if the recovery failed' but it appears that it will run whenever recovery runs. I think that by setting consistency-check="no" the database should be ok after recovery. I'll test.
