That seemed to do the trick. For reference what I did was created a wrapper
shell script so I didn't have to modify any of the exist files:

 #!/bin/bash
JAVA_OPTIONS="$JAVA_OPTIONS -Djava.awt.headless=true"

./bin/startup.sh -j 1099

Something I just noticed though is that the image plugin turns transparency
black when using image:scale(). Is there anyway to fix this?

Happens on both headless and graphical systems.
