#118 Should automatically spell characters inside quotes

Hello,

When some text is like this for instance:

press '_' to do this

currently espeak wouldn't actually say anything between "press" and "to". I would say that when the text contains a single character between quotes, espeak should automatically spell it. That should improve reading software documentation a lot. Of course, the same should be done for various localized quotes: ‘’, ‛’, ‚’, "", “”, ‟“, „”, ＂＂, <>, ‹›, « _ ».
