As documented[0], ERC only loads ~/.ercrc.el after the initial IRC
connection of your Emacs instance. Any ERC configuration that should
happen *before* the inital connect should go in .emacs.

Here's an (abridged) example from my ~/.{emacs,ercrc.el}.
